N. Joanne Foil

Attorney, Board Certified Family Law Specialist

N. Joanne Foil is a Board Certified Family Law Specialist practicing law in the state of North Carolina since 1976. Ms. Foil is a well-known and respected family law attorney, practicing in Durham and Orange counties, handling cases involving custody, divorce, grand-parent custody, adoption, pre-marital agreements, and other family law related matters. She is also an experienced and respected family law mediator.

Ms. Foil attended law school at the University of North Carolina at Chapel Hill.  Foil Law Offices was opened in the fall of 1976.  Ms. Foil has received many honors and recognitions in her forty years of practicing law. Among these, she was the first female attorney from Durham to be elected to serve on the State Bar Council.  As a member of the State Bar Council she served on various committees including the Grievance Committee for eight years. Following her service on the State Bar Council, Ms. Foil served as the State Bar Representative on the Dispute Resolution Commission for a full term.

Ms. Foil has for many years held Martindale-Hubbel’s highest attorney rating, A.V., and has been selected to be in “Super Lawyers” each year since the inception of the designation in North Carolina. She has served as an instructor at Duke University School of Law and has been a featured speaker at many continuing legal education seminars. She has also held several positions with the local Bar, served on the first advisory board of the Durham Technical Institute Paralegal Program, and has been covered in numerous newspaper articles and television interviews since early in her practice.

Ms. Foil has a hard-earned reputation of being diligent, thorough, and of not backing down from difficult and complicated cases.  She has also taken on and won difficult cases involving children against odds, including international custody disputes, grandparent custody, foster-parent custody, and other situations that many would have deemed “un-winnable” or long shots at best. Ms. Foil has successfully represented clients in domestic matters at the North Carolina Court of Appeals and the North Carolina Supreme Court.

Ms. Foil enjoys fishing, the beach, and gardening.

Laura E. Windley


Laura Windley is an attorney who has practiced law in North Carolina since 2008. Ms. Windley graduated from East Carolina University magna cum laude with a Bachelor of Arts degree in 2002. She then attended law school at the University of North Carolina at Chapel Hill. During law school, where Ms. Windley sat on the Holderness Moot Court and was chair of the UNC School of Law Honor Court. She graduated in 2008 with a J.D. from UNC School of Law. Ms. Windley gained admission to the North Carolina State Bar in 2008, then practiced general civil litigation before she joined Foil Law Offices in January 2010. In her spare time, Ms. Windley enjoys singing as part of the Mint Julep Jazz Band, a band that performs jazz from the 1920′s, 1930′s, and 1940′s.

Dorothy O'Neill


Dorothy C. O’Neill was admitted to the North Carolina Bar in 2016.  She is a 2016 graduate of North Carolina Central University School of Law.  Before attending law school, Ms. O’Neill worked for Foil Law Offices as a paralegal for several years during which time she discovered her passion for helping people through the difficult process of divorce and custody proceedings.  Being the daughter of Ms. Foil, Ms. O'Neill has been around the family law world her entire life.  Her legal interests include family law, appellate work, and education law.  Ms. O'Neill has special training in advocating for the needs of special needs children and in protecting the rights of parents in same-sex relationships.  She received her undergraduate degree in history from Meredith College.  She is also a member of Dance Masters of America, the Aerobic and Fitness Association of America, and the National Association of Professional Women.  Ms. O'Neill enjoys spending time with her husband and their six children.


Brenna Dickson

Law Clerk

Brenna Dickson is originally from Rock Hill, SC. She received her Bachelor of Arts degree from Clemson University and recently graduated from the Charleston School of Law with a Juris Doctor degree. While in law school, Brenna was involved in the Student Animal Legal Defense Foundation and Women in Law organization. Brenna was also a volunteer income tax preparer and a volunteer guardian for the Charleston County Probate Court. Brenna currently lives in Winston-Salem with her boyfriend and their two yellow labs. When she is not working, Brenna enjoys attending Clemson football games and watching Netflix.

Emily Dewitt


Emily DeWitt is a paralegal with Foil Law Offices. She earned her Bachelor of Arts degree from the University of Central Florida and later obtained her paralegal certificate from Meredith College. Ms. DeWitt became a certified paralegal with North Carolina in 2016 and volunteers with Legal Aide of Durham.

James Weaks

Paralegal, IT Support

James Weaks has been a paralegal with Foil Law Offices since 2006.  Mr. Weaks graduated from Liberty University magna cum laude with a Bachelor of Science degree as part of the Tau Sigma National Honor Society. He is a leader in Boy Scouts of America, having acted as Speaker, Assistant Scoutmaster and Charter Organization Representative of his local troop. In addition, Mr. Weaks is active in the Hillsborough Youth Athletic Association as a volunteer and tournament director, and also volunteers for Recycling for Youth and Sunrise Church.

Amy Arzola

Receptionist, Administrator

Amy Arzola graduated from the University of North Carolina at Greensboro with a double major in International Business and Spanish. Ms. Arzola worked in bookkeeping and tax preparation prior to joining Foil Law Offices.  She speaks fluent Spanish and plans to attend law school, with a focus on family law and immigration law.  In her free time, Ms. Arzola enjoys traveling, exploring new cuisine, and spending time with her cocker spaniel Benny.
